Comments
This area continues to pay the highest salaries in the world. In 2000, slaries did not rise in true terms. The total compensation packages paid increased employer's costs because of items such as benefits, housing, schooling. Hotels continue to be hindered in their attempts to recruit qualified expatriates as local governments set quotas on work permits and continue to enforce the hiring of local residents.

The Caribbean continues to draw hoteliers from around the world. The drawback is that work permits are becoming more expensive, more difficult to obtain, and shorter in duration, especially in upper management. The culinary field is the most active because hotels and resorts generally have to change most of their expatriate kitchen staff yearly.
